Well, new rolls of coins can occasionally have a few older circulated coins in them. I've had boxes of fresh off the mint coins but inside the rolls were 0-2 max circulated coins. Either way, the mint started using Copper plated zinc in 1982 (before then coins were copper). But since the copper plated zinc is not a mixture of materials they cannot have lamination/split planchet issues. Your coin looks like it's probably from the 80's just based on how many plating issues are on the reverse (seems like they got better at plating in 90's).
I am unclear how someone grinded the obverse away without exposing all the zinc under the copper plating though. Maybe they re-plated it after sanding?

The rolls I get from my bank are Loomis rolls and there can be anything in them, and usually is. (just usually not what I am looking for).

I have never had a problem with the loomis rolls I have opened I know the mint distributed new coins to loomis, not a lot of banks get new rolls in from the mint, the coin has to be after 93 because the AM is close on the reverse and the coins I got in the 90s was from the bank from the federal reserve they weren't in rolls that had loomis on it.where I live at in va.the banks that are in this area don't get the federal reserve new coins so I get what I can from what is available.when I get back home in about an hour as bad as I hate to do it,i will take the coin out of the holder and try to prop it up without scratching it hopefully and get an edging picture.

Not to mention who would have the type of equipment to make a die impression on the reverse look that way I know I don't have the best imaging but the impression is not strong and some of the areas look like you see when you see small built up Cuds.at the time I thought split planchet because how the coin looked like it was split, but it could have been a planchet that wasn't up to specs.i have a Wheat cent that is a little thinner than a dime and about the same roundness but I will way it when I get back home.

The reason I said is it a fake was to prove a point of how many people will line up to say fake without a sound opinion of how it is.it may not be a split planchet but it is a mint type error, the question is what caused it,i mean really any gold plated stuff I have seen is smooth,i call the surface on the obverse side matte because the image is of it reminds me of the surface of plastic we used to run when I worked in a plastic factory.and to sand it would have took all the rim off and there is still some rim sticking above the relief on the odverse not to mention on the reverse how to get it to look like that and that shiny look is some kind of filler,it doesn't over lap on the rim so many unexplained things of what caused it.

For the type of equipment you would have to have to fake a coin like this where is the payoff, not to mention they would have to be alot of them out there, really there isn't alot of money in error coins unless it is a double denomination or a rare double die so where is the payout and the other thing is why do it then throw it back to the public to find none of this is sound thinking and the coin being a point gram off, like I said there is some kind of filler it is shiny you can see it in the picture and what would be the purpose of putting an overlay on a coin not to mention stick it beside another penny and it is a hair thinner but a hair larger in roundness is someone going to say there is a penny stretcher .

I am starting to think it was a planchet not up to specs I tried to go to a sight to watch how the penny was made but my phone won't work with there program, the thing is pictures don't show everything I tried to zoom the picture in to show the surface,4x mag doesn't show what 8xmag shows.i was really hoping someone would have had answers that would have made some kind of sense but somethings are hard to explain if your not a mint worker which has probably seen about everything and could explain things.

Your item is not a coin. Look at the font of the R of America , it is not the same font as a real cent. The first U of Unum lines up with the 5th column on your item where on a authentic cent it lines up with the bay after the 5th column .
I feel your item was a fashion accessory
