I am curious if this an rpm. I pointed out what looks like 3 D's with split serifs in purple arrows. I appreciate your help.

Looks like a damaged MM punch to me.

These are found on several dies that year and are as John1 mentioned from a damaged mint mark punch. (probably can bee seen on other denominations as well for that year)
