It looks cleaned (dipped) to me.
At that point a grade is pretty much meaningless.

I agree that it is cleaned sadly, but I would grade it VF-20 details. It is a hole filler though!

Detailwise, the obverse is a 25, the reverse a 20, but of course this has obviously been dipped, so VF details.

There is a difference between dipped (chemical removal of tarnish) and cleaned (metal moved usually resulting in hairlines). Although this coin has probably been taken too far, there is a chance that it is still market acceptable.

Having said that a circulated coin like this should never be dipped.

The sharpness grade is Vf-20 or so.

The "grade" doesn't matter. If this were submitted to NGC or PCGS it would come back purple labeled with VF Incorrectly Cleaned.
