1989 D Lincoln Help With DDO With His Eye And Reverse DDR

Hi, could you please tell me on the Obverse side, Lincolns eye, is this considered a DD ? and on the reverse side is this considered damage I can see that part of the lettering is raised but I'm not sure, Can you tell me if its even possible if both sides of a coin could have DD errors to them at the same time or only one side can be this way. Thank you appreciate your answers and time.

Not sure what that indent on above the eye is but it is damage. A doubled eyelid is raised from the coin, not incuse.
