The first big clue is the large RP in the "GR" and I was going to let the newbies do a little search with that clue.

Looks like an intermediate state not mentioned in Haxby - Leaves 2 & 14 have their cracks, while Leaf 7 does not. 7 & 14 are first credited, together, at Die State 4.

DEVLEC's clue on the obverse is still the best for figuring this one out, and now we know that it is a group P reverse.

The early die state makes it a little challenging. No obvious die cracks to help out. You've got to look at the obverse legend and leaf 9 on the reverse.

Now look at the recut in the top of leaf 11 as another nice clue..,

..but you don't have to go quite that high in the P's...
