Liberty. It's the end of a sentence. Looks like a Cud to me. Odd spot for it since it does look like a period. It is a raised surface I assume, and not a divot or dented in?

I suspect that they are plating blisters/bubbles. Sometimes they can be depressed with the end of a toothpick and sometimes they are too solid for that.
