These are the steps on the reverse of a 1940 Jefferson nickel. I see some on ebay advertised as "Full Steps", would these qualify is that even a valid distinction?

For the example shown, not quite full steps. Minus the nicks, there's a good deal of weakness on the lower 2-3 steps.,

I do not think so. To be Full Steps the lines have to be well defined along the full horizontal distance without interruption due to either bag marks/nicks and/or worn smooth from over-polished dies (I think the minimum needed is 5 steps). As you can see under one of the pillars, steps #4,5 are worn smooth with step 6 barely visible along entire distance.
