Busted this one free from the NGC jail tonight. Put it in my 7099 for now. Something about large cents says "bust me outta here". So I did as I always do. Got the pliers and had it free in about 3 seconds.

I'll go with somewhere between G4/VG10 - Possibly Details, Rim Damage. Seems that the TPGs are all over the place, with Details designations, when you get closer to the epoch of US coinage. Reverse is definitely showing better to my eyes, gradewise.

Looks VG-10 to me. The rim issues don't seem severe enough to warrant a "problem" designation.
