I have this listed as an 1820 Bandy token. I think these were listed by Conder.

Any thoughts as to its history?

Actually, Davis (The Nineteenth Century Token Coinage of Great Britain,
Ireland, The Channel Islands and the Isle of Man. W J Davis. 1904) was the main reference until the Withers came out with theirs. Their Token Book is also good as a general guide.
