I believe this is an 1883 Barber quarter. It actually looks better in the picture than in person.

I think you're off by a decade, try 1893. Possibly from New Orleans since I think I see a tiny O on the reverse above the D of Dollar.

I think MeadowviewColletor is right. I see a mint mark too but I didn't notice the 9 at first.
