I think that's PMD. The T can still be seen to a degree. If it were a real IN GOD WE RUST quarter the T would literally not have any sign of being there from what I can remember.

Here is a close up of the area. It looks like this coin was subjected to a high pressure...I just opened a roll of Kansas quarters and I have a few specimens that has the similar issue but in different areas of the coins.

Looks like it was possibly struck through some grease.

TO me it looks like a struck through grease/oil/water issue. Note how it is on the field as well as filling that device. Maybe a drop of something fell onto the die before this strike.
