A bit of research yields little of value - a bunch of these notes were sent to Panama for general use and those not needed were returned. Apparently PCGS also uses this sidebar description. The S/Ns are very low, which looks like good pickings for specialty S/N collectors.

I like the notation on the holder mentioning it's the 65th note of the block.
