As John1 mentioned it is machine damaged after the full strike. The movement of the dies after the strike alter/damage the devices reducing them in size. Here is a side-by-side of a MD device-Normal device-Hub doubled device:

Note the size of the overall device was reduced by the MD and when hub doubling occurs it enlarges the devices. The MD coins are from a normal die that altered the devices after the strike. The hub doubling on the die makes the doubling on the die, thus the term "doubled die." The doubled dies are the valuable ones. The machine damaged coins are actually a damaged coin.
