In Danish grading scale this coin is a sure fine/very fine, and in Russia they may grade it is this as well. In the US scale I see it as a pretty strong VF.

That's the Russian Imperial eagle crest, adopted from Byzantium by the first Czars. Gone in 1917, it's been adopted again as a national symbol when the Soviet regime collapsed.
