Is "the number" the number hidden under the first strip of tape?
If so, it is 35021 (a counterfeit number) or 35621.
I can't tell.

The February 17, 1864 date is listed on this site, but neither of those possible numbers for the $20 note:

The printed signatures indicate a copy. The signatures on a genuine note are done in pen by hand.
