2008 25 Cents Vancouver 2010 Figure Skating Plating Error

Found this quarter in the till at work today. To me looks like a plating error. The outer nickel layer looks as if it wasn't properly applied, doesn't appear to be PMD as the design looks to have been minted over the copper and not simply scratched to reveal the copper layer. Also the reeded edge does not seem to have been done correctly. Half of the edge is reeded while the other half is smooth. Again no scratches of any kind is visible. The smooth part of the edge appears to be of the same height as the reeds, like it was never depressed.
Any and all opinions would be greatly appreciated.

Looks like you found a partial collar error. This error is often informally referred to as a "railroad rim". Nice!

As for the plating, I don't know. Sorry.

The plating error looks legit... PCGS would (incorrectly) call this a mis-annealed planchet, I would call it a "diffuse plating error" I have found plated 1-cent coins similar to yours.

The partial collar error is what makes that error desirable...
