1878 7TF - What VAM Is This? Has Doubled Legs!

I can't figure out what VAM this is. It looks like there are 4 tail feathers (barely) visible under the original 7. So maybe a 7/4 variety. But the legs are greatly doubled and I can't find a VAM that lines up with all the characteristics. Thanks!
