I was thinking of collecting 1 oz silver coin from each major gov't that issues them...annually.

I really like to collect and have fun collecting...but want to stay as close to bullion as possible.

I do not want proofs or special sets...just the bullion version.

I do not want any non-normal non-annual legit bullion. Ideally the design would stay the same year after year.

No colored coins, no Star Trek or whatever coins.

I know each year there is:

ASE from USA
Maple Leaf from Canada
Libertad from Mexico
Britannia from England
Philharmonic from Austria
Kangaroo from Australia
Noah's Ark from Armenia- new but seems to be consistent

Are there any others that never change design?

For instance, there is a Panda from China, but the design seems to change slightly from year to year. I could consider it, so if there are others that are definitely yearly-- and not meant to have x number of years to commemorate a particular subject and then stop-- those would be appreciated as well.

Pandas from China. Also Kookaburras and Koalas are issued annually from down under.

They change their design annually, but many people prefer that. Pandas were one of the first gov't issued purely for bullion value coins.

Many say that since Libertads have no denomination, they are not technically gov't issued coins but rather just silver rounds. I consider these all to be major annual gov't issued bullion.

You also have the Fiji Takus (Hawksbill Turtles) pretty sure those are every year now and have been the same design.

Benin, Chad and Rwanda are my favorites but they all have changing designs each year.
The Benin series is I think 5 or 6 years old, Chad 2 years and Rwanda started in 2008.
