would this be a hanging 6 + 9. I did not want to cut the penny out of the uncirculated set. but I will if I have to. wondering what the members here think.

Hanging cents result from die clashes. You have a nice little strike through error.

wouldn't a strike through go over the numbers as well and not be cut off like it is right before touching the numbers?

A fibre strike through of some sort, the first 9 shows a lap over the tail and the circular above, the 6 where it meets both sides of the top would perhaps suggest a fibre not withstanding the pressure of the strike, eg;hair, rag thread etc etc, shots in the dark here. Not a hanging, and not PMD either.
