If you're not right on the money with VF-30, I'd say that may be one step high.
There's also quite a bit of circulation damage and wear on the coin that might net a VF-20.

JHS - Look closer, it has just one level of wear greater than AU. To hit VF there'd have to be more wear evident on the wheatheads, they are pretty clean, just a trace of wear.
