I think that I cannot do any better than Mike Diamond. In the quote above he has commented on the 85D Dime.

Meaning that it is an inadequate upset? or that they are pervasive so it is actually extremely common?

I think it means it is a combination of inadequate upset and excessive die convexity and that this is common on the 1985D Dime
