The mint started making silver proof coin and clad proof coins in 1992 from San Francisco for the Dimes, Quarters and Halves. So if the coin is an 'S' mint, then it might be a Silver coin. (Or a clad non silver quarter) Same for the State Quarter series. But if it is a 'P' or 'D' mint coin and it is silver on the edge, it is probably one of the clad coins that was plated that they sell on HSN (Home-Shopping-Network)for the 50 State Quarter Series. These are only worth a quarter because the plating replaces the clad surface. Removing them from collectables to the true coin collector.
