Valentinian I Or II Identifying Help

Leaning strongly toward Valentinian I based on the jaw. Most of my examples from him have a very large, strong jaw that is also rounded enough to give the impression that the man was likely overweight, or at least very heavily built.

It's unfortunate that the mint-mark is effectively off the flan (except for the loop below the soldier's forward foot), however this coin was struck on a reduced module with the original AE III dies. Because of this it is most probably from the intermediate period 367-375 or slightly later, for Valentinian I, when they did quite a bit of this. Because of the loop and its location I am tempted to suggest it could have been minted in Aquilea, but really it is too far off to be sure.
