It looks like the dreaded Machine damage. Seems to have affected the central areas of the cornice and tops of the columns area most. The UNITED less affected. On the UNITED the lower part of the devices seem affected more, the slight rotation affected the vertical just a bit. But note the over all devices are not enlarged. They are just altered from the MD. On the fourth image you can see the area that caught my with the MD. (when you see the same color on the devices, they are usually flat) That is the case on your coin on the cornice and columns area. Not hub doubling, but MD after the strike.

After the full strike when the press is rinsing, a slightest amount of movement can damage the newly struck devices. I refer to this as machine damage. Other refer to it as Machine Doubling and stutter strike, Mechanical Doubling. But me being the realist, I see that coin coin is damaged after the strike. That is what I call it. When this bounce/hope/sway of the doesn't happen, you have a normal coin. the coin was struck with a normal die (also doubled dies can be affected by this) because of the die alteration, it damages the devices. It reduces the original size of the devices like a kick in the shin after the strike.
