I've added arrows to all the areas in question. Seems strange to me, But I need your expertise to determine if this coin has any errors. Thanks for looking and all advice is greatly appreciated!

This was an issue with the master hub. After being used for many years the devices near the rims were expanding outwards. If you look at the 1969 cents, the issue was corrected with a new master hub. They pretty much look like yours on all mints for the 1968 cents. The only differences would be those affected by LDS/VLDS die that would would show even more breakdown. (your coin looks like a LDS die examples coin)

Thank you, What about the area between 6 and 7 o'clock that runs into the lapel?

On the field below the lapel, I see a die gouge. On the coin on the shoulder I see coin damage. (incuse mark) The bow tie and east side of jacked look like the die was over polished thinning that side of the bust area.
