Cheap (and poorly executed) copy of a Qing dynasty cash. I think they sell these in China as a "feng shui" piece for the reasons listed by Albert above.
Real pieces have smooth characters and a smooth rim contrasted with rough fields from the casting process. The cheap copies replace the uneven rough fields with fine dots.
