Ok yes, I'm not very good at these mints either. Maybe it is Rayy on the OP's coin?

By the crown, the Crescent and star on the obverse and none of the reverse. The shape of the altar also helps.

Yes and no...
the first regnal date started with the crowning of the king and lasted till the end of the year...
A sample; imagine that your president is a sassanid emperor, his first regnal year started when he assumed his crown (LOL), and will last till december 31, the second regnal year will start the day january 1 and will last till 12/31/18...
So if a sassanid emperor assume the crown in december and is killed in January he has ruled less than two month, but you could find coins from two regnal years...
