I have similar coloring on a set I purchased circa 2011 from a dealer and stored in various conditions (variance of 60-90 DEG F; variable relative humidity 35-70% estimated). The coloring was on them when I bought them and so far does not appear to be changing noticeably if at all.

Just pulled mine out of the safe. Was bought last year, source and storage unknown, was individually purchased without any mint wrapping, looks absolutely...normal, no discoloration other than the normal dulling of stored plastic. Maybe I got a good insert! I would agree if the insert was inked as a cardboard would be, a chemical reaction. This seems plastic insert and laser etched? or however they imbed the color.

Having only one set, just wondering what "normal" coloring looks like. It seemed to me that an attempt toward frosting (cameo) was tried or at the end of the attempt.

"The US Mint reportedly encountered unique tarnish issues with the copper Lincoln Cents, which held back the release date until October 1, 2009. When the sets were finally issued, a small message was included within each set warning of potential tarnishing of the 2009 Lincoln Cents over time." from MintSetGuide dot com

Seeing these makes me want to get a 2009 Proof set even more now. Very nice toning on those.
