It is possibly the slightest clip I've seen but, I think it is one. The rim looks correct leading to it and, as I've been told, the Blakesley effect can be more prominent on small clips (flattening/weakening of devices and rim directly opposite the clip).
Your example shows both.

Thank you all for your responses! I'll be 2X2'ing it...finding coins like this one is cool but they get put away and quickly I'm back to roll hunting quarters where (for me) the real fun is..the treasure hunt! :)
