Though I have never seen a true DDO on a dime, I think this one is just suffering from a worn die. See what the experts say on it.

Also a little issue with grease and machine damage that altered some of the devices. Nothing is enlarged, so the devices in question are reduced from one/more of the above issues.

Die Deterioration Doubling- I found this common on 2015 dimes. Dunno why.
EDIT:
Just a theory, but the mintage for dimes in 2015 (and other coins as well) increased by a significant percentage from 2014. The mint may have tried to push the limits on the dies to match the production. The following year they may have used more dies after seeing the decreased quality of their product.
