Looks to be, correct for the "flip tag" it was found with, a typical piece from the 1641 wreck of the "Concepcion".
It is, exactly as stated, a Mexico 8 Reales, assayer P, ca. 1640. A "1640" date is not actually present on this piece - the area where the date would be was not struck up on this piece (these "cob" coins were hand-cut and hammer struck) - that estimate is by style (most of this wreck's salvage were Mexican pieces dating from the few years before it went down). "Fine" was a generic grade tier assigned by the companies that marketed/sold these. Roughly, this is "average" for this wreck...
