I think this is extreme rotation error. I flipped this side to side as you should Canada coins, not as you would a u.s. coin to get the right side up on re erse. Question: has a nyone seen these before? If so what is it worth in general.

Normal.

All pre-1908 Canadian 25cents have this alignment as do pre-1908 five, ten, and fifty cents.
"Dipping" is not considered cleaning...
