It look like the edge of the coin has been grinned down or wore down.

Agreed, the perimeter has been filed. You can see that it is not perfectly round.

Is it thin like a dime ? If so, lightly scratch the edge and see what colour it is. I have a similar-looking coin on the silver planchet.
