Yea, called plating bubbles. Air/other materials gets trapped under the thin copper plating, causing zinc planchet core to "rot". Sometimes you'll notice "split-plating" where around the digits/letters you'll see a bluish mark, that's it. It allows the zinc rot to enter and begin.

Machine Doubling, seen on thin copper coated zincs. Not only by strike itself, but the factors of high speed machine vibration and heat build-up, factor in causing a "ghosting" effect as seen here.
