What if you return when the are unavailable? Do they hold some to send a new one out or is the only option to get your money back?

Usually from when they're unavailable/sold out, it's just a refund.

2017_s EU was (max) 225,000 and probably less after rejects

Not sure you can infer any increased value by directly comparing the mintage of a real circulating coin v. a novelty coin made specifically for collectors.

When I was first collecting - many moons ago - proof coins were not really collected as a part of a series. They were flashy eye candy that stayed in plastic capsules. Now we see albums produced with and w/out holes for proofs. The proof albums are selling well. There are no major premiums on most clad proofs right now, but if the trend continues... It might just be that if an album was made to include these enhanced coins, that a greater demand will exist for them. In fact another trend I see has developed since I used to collect. The hobby is always trying to find something overlooked. Vamming, all the RPMs, all the (micro) DDOs and DDRs. I personally think future collectors will still be looking for "overlooked" oddities. These enhanced coins just may fit the bill. Wouldn't a type set of them all look great? If someone would go take the Delorean for spin we might be able to know.

While perhaps a novelty, the 2017 EU cent is every bit as spendable today as the 1909S VDB cent. Speaking of which, I wonder how many will find their way into circulation somehow?
