Looks like a struck through a light film of grease.

Either as John1 has stated or my be a corrosive chemical reaction. Sometimes people have "stuff" on their hands and transfer it, eats it away. Not any kind of real error, most likely PMD.

Mistercoin to CCF,

On the obverse I am seeing the normal indicators of a Struck Through Grease as John1 mentioned with the rough surface in those areas I have come across many of the obverse quarter greasers myself. On the reverse mostly likely the same thing though the markings are a bit unusual looking and in several areas - but I am still seeing the rough surfaces.

What John1 and CoinCents said. Fairly common on those quarters.
