I'm not seeing the typical rub at the highest points of the design elements, but it is difficult to establish mint state from photos where any luster is masked by inconsistent toning.

If it is mint state, and I'm really not certain of that, the best it could be is a 61.

I spent forever before I finally bought my 21, and probably saw in person and photos many hundreds before I found the one I loved.

If you own this, I'm not dissing it. If you are considering its purchase, I'd recommend against the purchase because of the sporadic toning.

It's very difficult to nearly impossible to find these with acceptable toning, so I'd recommend full white if you don't want to spend the length of time it takes to find a nicely toned example.
