Can we rule out an issue with the original blank or planchet step?

I think so. I've got a lot of these from that set I went through so it pretty much has to be a die issue.

I would like to see other areas of the devices.
1. The eye area
2. LIBERTY area
3. Other devices of the motto as well.
4. The top of the head outline to see it is altered.
If just the areas seen are affected, it might be die damage. But if it is a hub related issue, other areas might show us more. It looks raised. But the absence of a raised area on the 'O' concerns me.

I have received this coin back from Mr. Wexler. His determination is that this is a die gouge, so I do believe that is the end of the story here. Thanks for all the comments along the way, and we can now call this one solved.
