Actually it is a strike pressure problem with a tilted die. The greatest pressure was at 12 o'clock causing the area at 6 o'clock to receive a less square on hit. This is also known as a MAD, misaligned die, in this case the rims are not so upset. This is seen on the reverse, opposite strike points are weak and strong respectively.
