For that album, yeah, it's too many blank holes to serve any reasonable purpose. I do like that the Statehood Quarters album has the two blank holes only because I found a good use for them (the two previous Washington reverse designs).

The Whitman Classic Jefferson album (1938-2003) also has a blank hole at the end. So, I put a 2005 Bison reverse in there (reverse up with the other obverses). It does sometimes allow for a little creativity and personal touch.

I have a near complete circulated Mercury dime set in the same album. I'm only missing the 1916 D and the 42/1. I'm hoping I can just find those two metal detecting, but it takes a while just to find A Mercury dime, let alone a rare one.
