Either way with or without ebay Acct. your best option is to contact them directly and they'll inform you of what needs to be done, it's just like applying for any other CC's.Good luck. I don't have one but, I do have a PayPal debit card to use that draws directly from my balance. I have $5000 available and I haven't paid a penny for using that service for about a year, so far. I suppose they make their money on the other end. A lot better than a CC.
