Think John1 is on to something with a clash BUT, it doesn't line up exactly. I don't have the ability to manipulate the rotation of overlays but it looks to me like a rotatated dual sided die clash. The disturbance under IGWT (obverse) could be the eagle's upper wing and the line from the eagle's head to the S of STATES (reverse) could be the chin/neck area if the two dies were about 45° CCW rotated. Not a clash. Images aren't good but I'm thinking either bubbling for having been heated, or glue on the surfaces.

No glue for sure and these are indentions under the wording. No die cracks even though it looks like a crack it's grooves and pockets underneath

Before taking these pics I soaked the coin in acetone, pat it dry, then softly shook it in water with Dawn dishwashing liquid to clean it best I could.

So these pics were taken after I did that procedure so there's no glue, no stains. Just grooves and dents that were on the planchet prior to the strike.I'm loss but I'll take more pics
