Seeing the entire side of a coin is always useless in determining whether a coin is a doubled die. More images of the doubling in other areas might help.
I'm not sure what you have. The GOD should be a better indicator. I was looking at my example and the IN looks spread different than your coin. Also the bottom the letters on TRUST is spread toward center. The B on LIBERTY also has a spread on the B on the right side. More images in these areas might help. If no doubling is present in these areas, then it may not be from the same die.
All I see is what Chuck mentioned. Machine Doubling damage. (MDD) I found a few of them a few years back. One of the nicer 1968-D DDOs I've found. The other one I found was not as strong.
