Your 69 S looks to be a proof. The carbon spots hurt it since there are plenty of others. I'd guess that the 51 D is MS64 with that reverse bringing it down a notch.

The '51-D looks to be mid-MS, maybe a tad lower, and the '69-S is definitely a proof, so FS is expected and doesn't add value. I would be tempted to call it an impaired proof based on the condition.

The 51-D = MS-64 .
