It looks more like a plating bubble to me.
Try pressing it down with something soft, like a toothpick.

My gut says plating bubble. If it does not give, then maybe a Cud.

Cud is from broken die on the rim (doesn't look like that), I agree with John - looks like a die hit of some kind not a linear plating bubble.

Die ding would make the most sense (I avoided cents for sense, but now I haven't)

It curves around with the rim, so I don't think it is a dent. A dent would have a straighter edge I would think. There is also the area on the bottom of the T that would suggest other than a dent.
Also, I don't see any weakness on the obverse side, opposite the anomaly.

Might have been a problem with the die that kept the coin sticking in it and an overzealous mint worker filed some "draft" into that area. (Draft is a patternmakers terminology that refers to angle on the pattern so it pulls out of the mold)
