It appears there are two layers to the dome? Does anyone have any ideas?

I realize the photos are not rotated fully.....I did that intentionally to show the dome more clearly.

@WH, can you post a super-close-up view of the dome? It looks a little like some metal has been "smushed" up, which would make PMD the most likely culprit. A closer view might provide additional evidence to help us make a determination.

Looks like PSD to me also. Looks a bit like damage from the reeds on a larger denomination coin.

Thanks all.....I found several more from the same era with similar, but not as severe PMD. I think you are correct. Coinfrog....as stated in the original post, I posted the photos that way intentionally to show the area in question.
