I think it's now this one, 1863 3CS Proof (CoinFacts), mintage of 460.

I picked this one up a few weeks ago. The mintage isn't as low as my 1850, but at 11,000 with an estimated 350 survivors, it's a serious contender and the rarest of all Seated dollars from the civil war.
The smudge on the obverse is on the holder, NOT the coin.
