It's actually a normal 1975 souvenir set with a 1974 quarter and half.
Because of the bicentennial coins being released in mid-1975 the mint feared a short run of 1975 Ikes, halfs, and quarters would lead to hoarding of 1975 dated coins so they weren't made. Early in 1975 when the souvenir sets were made they were still making 1974 dated quarters and half dollars (+Ikes) and these were the only coins available for the sets.
