Well its not a blank. (type 1)
But is an un-struck planchet. (type 2)
So I guess I'm saying it is isn't both. You can have a coin struck on a blank (Type 1), that was not run through the upset mill. (Which would have turned it into a planchet type 2, but that didn't happen)
So what you have is an un-struck planchet.
If planchet should had been struck, it would be (are you ready for this?) a quarter.
