A drop of something acidic, that lightened that area. Vinegar, ketchup, salsa, jewelry cleaner, soda, pickle juice or others. What it does it removes a layer from the coin, to expose the next layer on the coin. Just a bad way to clean a coin.

Sometimes you see cents that are dark colored. That is probably because it was in someones mouth. Saliva turns coins dark:

If you see tiny freckles on a coin, they are probably sneeze droplets.
